Introduction:
The Millennium Development Goals (MDGs) are eight goals to be achieved by 2015 that respond to the world's main development challenges. The MDGs are drawn from the actions and targets contained in the Millennium Declaration that was adopted by 189 nations-and signed by 147 heads of state and governments during the UN Millennium Summit in September 2000. The eight goals are the following:
1. Eradicate Extreme Poverty and Hunger.
2. Achieve Universal Primary Education.
3. Promote Gender Equality.
4. Reduce Child Mortality.
5. Improve Maternal Health.
6. Combat HIV / AIDS, Malaria and other Diseases.
7. Ensure Environmental Sustainability.
8. Develop a Global Partnership for Development.
Meeting the targets for the Millennium development Goals (MDGs) is as much the responsibility of everybody; government institutions, non-government institutions, adults, young individuals, professionals and students alike.
Youth Participation on the Achievement of MDGs
United Nations Member States have long acknowledged youth to be relevant for achieving the eight Millennium Development Goals (MDGs). This acknowledgement is reflected in the first General Assembly resolution on the youth. In order to “save succeeding generations from the scourge of war”, youth should be raised and educated in a culture of peace, respect and understanding
among nations. On the same manner, to have a bountiful world, youth must be raised with ion of generosity, love and social responsibility.
The Importance of Youth Participation on the Achievement of MDGs
Youth Participations adds value to the achievement of eight Millennium Development Goals because young people can provide invaluable perspectives into issues that affect them. Youth can offer firsthand expertise on how youth perceive the issues and on youth-friendly strategies to address these issues.
Summit’s Theme:
One of the reasons for the widespread poverty in the Philippines is the mismanagement of its natural resources. Hence, there is an urgent need to properly manage natural resources and protect the environment to improve the quality of life of the present as well as that of future generations. Today is the time to stop the massive destruction of our ecology and our environment. We, the youth of today must seek to uphold the integrity of creation and respectfully partner with it as our source of life.
The Philippines had experienced terrible natural disaster brought about by climate change. The nation urgently needs to respond to the vulnerabilities posed by climate change. Past and current emissions have already committed the earth to some degree of climate change in the 21st century. Likewise, the Philippines has to intervene to minimize these risks and to prepare adaptive measures that would anticipate social and economic consequences which cannot be mitigated. Climate change affects all sectors but the poor and the disadvantaged are the most vulnerable to the negative consequences of climate change.

Six Decades of Sustained Support to UN Goals and Ideals
UNAP PURPOSE – is to help actualize the ideals of the United Nations (UN) and promote better understanding and appreciation of UN activities in the pursuit of peace and security, in the acceleration of economic and social development, and in the promotion of harmonious relations among nations of the world for the good of mankind, and strive to involve the Filipino people in the attainment of these ends.
MISSION STATEMENT- The UNAP exists to help realize the ideals of the UN and to promote better understanding and appreciation of its aims, purposes and activities through information and advocacy programs, Strategic partnerships and alliances with all sectors of Philippine Society.
United Nations Youth Association of the Philippines
The United Nations Youth Association of the Philippines (UNYAP) is the recognized official youth-arm of the United Nations Association of the Philippines (UNAP), an organization run for and by young people. UNYAP places school students, young professionals, and even other youth sector at the center of the intrigue and excitement of international affairs in mock sessions of United Nations bodies, exposes youth to world-class speakers on a myriad of topic and provides social events to allow young people to develop their skills. As such, UNYAP gives Philippines future leaders a global perspective, by broadening youth horizons.
It shall work hand in hand with UNAP in promoting UN goals and Universal principles. It is a youth led Non-Government Organization consisting entirely of youth volunteers creating an avenue to teach about the United Nations, and get other youths involve and sharing the ideals enshrined in the United Nations charter and other universal principles. It also provides fertile ground for youth to support the work of the United Nations to build a better world for all.
DUNONG AT EDUKASYON ALAY NAMIN CAMPAIGN
(DEAN CAMPAIGN)
The DUNONG AT EDUKASYON ALAY NAMIN CAMPAIGN (DEAN CAMPAIGN) is a youth group working hand in hand with United Nations Millennium Campaign of the Philippines, United Nations Youth Association of the Philippines and NGOs in promoting Millennium Development Goals especially the goal number 2. It is a youth led Non-Government Organization consisting entirely of youth volunteers creating an avenue to teach about Millennium Development Goals and the importance of education to all as a weapon of ending poverty.
The DEAN Campaign envisions of a better Philippines; out from hunger and enjoying education, having books for children in all schools and communities, accessible learning and knowledge for least fortunate children especially in depressed areas and visioning of having all children in schools and studying. Furthermore, the DEAN Campaign optimistically looks at the future in harmony with the essence of generosity: students helping fellow students, youths helping fellow youths, weak helping fellow weak and blessed sharing their blessings to the needy, and citizens with sense of social responsibility.
1ST MUNTINLUPA YOUTH LEADERS’ SUMMIT OBJECTIVES
The 1st Muntinlupa Youth Leaders’ Summit goals were designed to achieve the following objectives.
• To provide the avenue to empower the youth of leaders of Muntinlupa to be aware of the present situation of our environment; share and process their expertise and enhance leadership skills, techniques and strategies in addressing the present situation of our environment.
• To enhance youth leadership training, and for the young to voice out their own personal opinions, views and concerns with regard to the our environment
• To promote friendship, camaraderie, inter-faith tolerance, understanding and solidarity among youth delegates towards environmental sustainability.
• To strengthen youth volunteers in the pursuit of the achievement of goal number 7 of MDGs.
• To come up with a MUNTINLUPA YOUTH DECLARATION ON ENVIRONMENTAL SUSTAINABILITY initiated, planned and prepared by the youth leaders of Muntinlupa City, copy furnish to local legislators of the said city.
• To come up with a youth network that will actively participate on the issues of the society.

AIMS AND OBJECTIVES
The purpose of the Muntinlupa Youth Leader’s Summit Search for Outstanding Youth Leaders is to recognize and promote the positive achievements of young Muntinlupeño aged 15-30 years old.
• Acknowledge and highlights the achievements of young Muntinlupeños.
• Educate the general public with examples of youth achievements.
• Encourage and motivate young Muntinlupeños at all levels of their chosen field of endeavors.

IMPORTANT CRITERIA
All winners shall be notified in advance and will make sure will attend the 1st Muntinlupa Youth Leader’s Summit on February 19-20, 2010. Failure to register as official delegate to the 1st MYLS will forfeit the awards. Winners shall be provided free registration during the said event.
AWARDS MECHANICS
• To enter the awards program you must first be nominated by an organization; whether you belong or not during the nomination phase. Each category has three finalists but one finalist with the most number of points shall be announced as winner during the Awards Presentation of the 1st MYLS.
• Complete the official Nomination Form. Nominees may enter more than one category, however, we require a separate application form for each. Nominees must be a residence of Muntinlupa City.
• Prepare a summary a summary of the nominee using the criteria provided (up to 2,000 words) included in this summary should be a 100 word profile that can be used for media purposes. Nominees agree to allow the use of their nomination information for publicity reasons.
• Forward the original nomination, a close-up photo, a photocopy of certificates, newspapers articles, awards, photographs and etc. that would support your application. Nomination and contents will remain the property of the Muntinlupa Youth Leader’s Summit Organizers and will not be returned. All nominees will receive a certificate of nomination.
CRITERIA FOR EVALUATION
INNOVATION (30 points)
• The development of a new approach or dimension to projects at the local, regional and national level.
• The introduction of a novel approach to deal with long standing issues at local, regional and national level;
Leadership ( 50 points)
• Demonstration of leadership through concrete projects or through a strong commitment and contribution at the local, regional, and or national level
Partnership (20 points)
• The creation of partnership with or among community groups, the business community or other rural/urban stakeholders which have produced concrete outcomes.

General Guidelines on Contest:
1. Only the official delegates to the 1st Muntinlupa Youth Leaders’ Summit are entitled to join the said contests, maximum of 2 contestants per school/institution per contest.
2. Official delegates must indicate in their confirmation form that they are joining the contest on or before February 12, 2009.

EXTEMPORANEOUS SPEECH
Mechanics and Rules of the Contest:
1. The topic shall be given on the spot by the judges.
2. The contestants shall be given 10 minutes to prepare and 5 minutes to deliver.
3. The style of the delivery shall be conversational, oratorical or a combination of both.
4. The contestants should not wear his/her school uniform.
5. Use of sound effects, microphones and props are disallowed.
6. The judges’ decision is final.

POSTER MAKING CONTEST
Mechanics and Rules of the Contest:
1. The poster must be based on the 1st Muntinlupa Youth Leaders’ Summit theme.
2. The contestant must bring his/her own painting materials.
3. The contestant will use one-fourth (1/4) illustration board. Contestant must bring his/her own illustration board.
4. Duration time is within three (3) hours.
5. No distinguishing mark or name of the contestant shall appear in the entry.
6. Judges decision is final.

ESSAY WRITING CONTEST
Mechanics and Rules of the Contest:
1. The topic shall be given on the spot by the Secretariat. Ball pen and paper shall be provided by the Secretariat.
2. The contestants shall be given 10 minutes to prepare and 30 minutes to write the essay.
3. Maximum of 5,000 words is allowed for the essay. Participants should not write his/her name in the paper only their designated number.
4. The judges’ decision is final.

Location of the Summit:
The 1st Muntinlupa Youth Leaders’ Summit will be held at Muntinlupa Sports Complex, Tunasan, Muntinlupa City. The said venue has air conditioned conference hall to be stayed. It is away from pollution of the city and seems little nearer to our Mother Nature.

Attire:
Formal clothing is recommended for all events. During the contest the contestants can wear their school/institutional shirt or uniform except the extemporaneous speech.
Food:
Participants will be provided with meal stubs for the two-day summit.
Liability for Loss:
The 1st Muntinlupa Youth Leaders’ Summit Secretariat is not responsible for loss of private property such as gadgets, wallets and etc.
Transportation:
Participants will be held responsible for their own travel expenses.
Participants:
Official Representative – maximum of two delegates. They will be the person who will partake in the making of the Muntinlupa Declaration and other manuscripts needed. On the same manner, they have the power to vote and to be nominated during the session.
Extemporaneous Speech –maximum of two participants. They will represent their school/institution during the said contest.
Writing Contest –maximum of two participants. They will represent their school/institution during the said contest.
Poster Making Contest – maximum of two participants. They will represent their school/institution during the said contest.
An Adviser is allowed to be in as one of the participants.
All in all, maximum of nine (9) participants are expected every school/institution/organization.
Total participants are expected about 200, aged 15-30 years old. About 150 delegates are expected from the youth leaders of Muntinlupa City coming from schools, SKs, organizations, and federations respectively to have a well balance representation. Furthermore, 50 partakers are expected from all over the Philippines to be represented by youth leaders of every region to have a wider understanding of the issue.
REGISTRATION PROCEDURE
Registration:
For delegates to register to 1st Muntinlupa Youth Leaders’ Summit, each organization as well as the delegates should completely fill up the Summit or Registration Form.

Deadline:
Regular registration is from December 7, 2009 to February 12, 2010, while late registration is from February 13, 2010 to February 17, 2010.
Registration Details:
The registration fee for regular registrants is Php350.00, while for late registrants is Php500.00. The registration fee includes food and materials needed for the conference.
Full payment for registration must be done within three (3) days from the moment of submission of the Summit Form. Failure to do so, may cancel the registration from the summit. Payment could be done in the following avenue:
