Extemporaneous Speech

Mechanics and Rules of the Contest:

1. The topic shall be given on the spot by the judges.
2. The contestants shall be given 10 minutes to prepare and 5 minutes to deliver.
3. The style of the delivery shall be conversational, oratorical or a combination of both
4. The contestant should not wear his/her school uniform.
5. Use of sound effects, microphones and props is strictly prohibited..
6. The judges’ decision is final and irrevocable.

Criteria for Judging:

1. Content, clear organization..40%
2. Delivery…...20%
3. Pronunciation, enunciation, diction…..20%
4. Stage presence ( eye contact, poise, personality )……..20%

Quiz Bowl

( International Affairs, UN Declarations, UN MDGs, International Law and Current Events)

Summary of Rules- Quiz Bowl Contest:

1. Questions shall be prepared solely by the UNAP Board members.
2. Each school/organization is entitled to three contestants composing a team, who are bona fide students of the college/university. One official alternate will be allowed.
3. Contestants will answer the same set of questions in writing. Before a question is read, the contestants must raise their right hand. Each team will be provided with an illustration board, chalk and eraser.
4. The questions will be read twice by the Quizmaster. After the second reading, the Quizmaster shall say “go” - only then will the team be allowed to write the answer. Automatically, the 10-second time limit will begin with the word “go” by the Quizmaster. If the question requires enumeration, the time limit will be extended to five ( 5) more seconds.
5. After the time limit, a buzzer will sound: the team should stop writing and raise their right hand.
6. The proctors will go around and check the answer of the teams. There will be fifteen proctors—one proctor for each team will be provided to ensure correctness of the answer.
7. The contest has two (2) rounds. Level I and Level II. In Level I, twenty questions will be asked. Each question is worth one (1) point. After asking twenty (20) questions, the Quizmaster announces the top five (5) teams who will advance to Level II. If there is a tie for the fifth place, both will advance to the next level.
8. Twenty (20) questions will be asked in the second round, but this time, two (2) points will be assigned for each correct answer.
9. After the 20th question, the three (3) teams getting the highest score in Level I and II will be declared Champion. 1st Runner-up and 2nd Runner-up. Since there are only three (3) places, should there be a tie, extra questions will be asked by the quizmaster in order to break such.
10. The duly registered teacher-coach of the team is the only person authorized to make a protest. All protest should be referred to the Board of Judges immediately before the Quizmaster reads the next question.

On-the-Spot Painting

Mechanics and Rules of the Contest:

1. The painting must be based on the 10th IYD theme.
2. The competition is open to bona fide college students
3. Only one participant per region is allowed in this category
4. The contestant must bring his/her own painting brushes. Any kind of brush will be allowed. He/she can also bring rulers and pencils.
5. The contestant will use acrylic-based paint. ( Bring own paint ). Only the three primary colors (Red, Blue, and Yellow ) and two neutral colors ( Black and White ) shall be allowed.
6. Mixing of colors is allowed.
7. The contestants will use one-fourth ( 1/4 ) illustration board. Contestants will bring their own illustration board.
8. Duration time is within three ( 3 ) hours.
9. No distinguishing mark or name of the contestants shall appear in the entry.
10. Judges decision is final and irrevocable.

Criteria for Judging:

1. Originality— 30%
2. Creativity—30%
3. Workmanship Quality—30%
(Use of medium and Composition)
4. Over-All Visual Impact—10%

The purpose of the UNAP Outstanding Youth Service Award (UNAP-OYSA) is to recognize and promote the positive achievements of young Filipinos aged between 15-35 years old.

AIMS AND OBJECTIVES:

• To educate the general public with examples of youth achievement.
• To encourage & motivate young Filipinos at all levels in their chosen field of endeavors.

NOMINATIONS & CRITERIA

· To enter the Awards program you must first be nominated during the call for nomination phase. Each category has three finalists but one finalist with the most number of points shall be announced as winner during the Awards Presentation of the International Youth Day Celebration opening/closing ceremony.

· All winners shall be notified in advance and will make sure will attend the 10th International Youth Day Celebration and MDG Youth Summit on August 5-7, 2009. Failure to register as official delegate to the 10th IYD will forfeit the awards. All finalist shall be provided free registration, free board and lodging and food during the IYD.

CRITERIA FOR EVALUATION

Innovation (30 points)

• The development of a new approach or dimension to projects at the local, regional and/ or national level;
• The introduction of a novel approach to deal with long-standing issue at the local regional and/ or national level;
• The offering of a service to the community that no one had thought of before;

Leadership (50 points)

• Demonstration of leadership through concrete outcomes or through a strong commitment and contribution at he local, regional and/or national level;
• The undertaking of activities which have inspired people to develop, show initiative and exercise their potential;
• The spearheading of groups to take up projects which have had a significant impact to communities;

Partnership (20 points)

• The creation of partnership with or among community groups, the business community or other rural/urban stakeholders which have produced concrete outcomes;
• The building of cooperative relationships between people which have strengthened the notion that teamwork is valued;
• The fostering of cooperation between/among groups that had not previously worked together;
  

Condition of Entry:

• Entry into the UNAP Outstanding Youth Service Award is free and open to all men and women between 15-35 years of age.
• Nominees must be Filipino citizens and reside in the Philippines of nomination for at least 2 years.
• Complete the official Nomination Form
• Review the Set Criteria and Category Criteria
• Using the Category Criteria determine the most suitable category (nominees may enter more than one category, however, we require a separate application for each)
• Prepare a summary of the nominee using the criteria provided ( maximum of 2,000 words ) - included in this summary should be a 100 word profile hat can be used for media purposes
• Attach relevant newspaper articles, awards, certificates, photographs, etc.
• Provide four ( 4 ) recent, different, clear photographs labeled with the nominee’s full name and address
• Forward the original nomination form and one single-sided photocopy.
• Nomination and contents will remain the property of the UNAP Outstanding Youth Service Award Program and will not be returned. All nominees for the program will receive a certificate of nomination.
• Nominations may only be made on the official form, by mail and e-mail. An original and one complete copy should be forwarded with the nomination.

10th International Youth Day Celebration and Youth and Educators Summit for MDG (YES 4 MDG)

Introduction to the Theme

Sustainability does not only refer to maintaining environmental balance and renewal. Sustainability encapsulates three facets of life: environment, society and economy. We live our lives in the overlaps and intersections of these facets, and our actions and attitudes help shape them. Their changing shapes in turn affect the way we are able to live our lives. The negative effects of unsustainable behaviour are not easily contained. As has been proven by the global crises in food, the economy and the environment, the concept of the global village has gone beyond being a useful analogy to being a hard reality, making clear the need to adopt a global sense of social responsibility.

With these things in mind, as the prime movers of today and the holders of tomorrow, it is imperative that the youth embrace the challenge of sustainability in its fullness as they help pave the way forward through the 21st century and beyond. Youth action, inclusion, and their full participation are keys to developing today’s world for the generations of today and tomorrow and central to a sustainable existence.

The Millennium Development Goals (MDGs) refer to the 8 goals and 18 targets set during the 2005 World Summit in response to the world’s main development challenges. Derived from the original eight chapters of the United Nations Millennium Declaration of 2001, this international development blueprint aims to reduce global poverty, hunger, disease, illiteracy, environmental degradation, and discrimination against women by 2015. The importance of the MDGs in the comprehensive work of the UN is undeniable and ever expanding, as the UN Development Group (UNDG) works to ensure this framework remains core to the UN system’s activities. Moreover, the subgroup is in charge of coordinating and monitoring the MDG campaign at the country-level, ensuring that the UN and affiliated agencies may provide practical assistance in line with each country’s needs. The core Millennium Development Goals to be achieved by 2015 are as follows : (1) Halve Extreme Poverty and Hunger, (2) Achieve Universal Primary Education, (3) Empower Women and Promote Equality between Women and Men, (4) Reduce Under-Five Mortality by Two-Thirds, (5) Reduce Maternal Mortality by Three-Quarters, (6) Reverse the Spread of Diseases, Especially HIV/AIDS and Malaria, (7) Ensure Environmental Sustainability, and (8) Create a Global Partnership for Development, with Targets for Aid, Trade and Debt Relief

International Youth Day Background

The celebration of International Youth Day started after the United Nations General Assembly approved resolution 54/120 in 17 December 1999 based on the recommendation of the World Conference of Ministers Responsible for the Youth (Lisbon, 8-12,1998) declaring August 12 as International Youth Day. This day serves to promote youth participation and addresses issues concerning them. The event should also encourage youth involvement in the achievement of programs for sustainable development and technological innovations. Hence, an international strategy was adopted –the World Program of Action for Youth (WPAY) to the Year 2000 and Beyond – to address more effectively the problems of young men and women and to increase opportunities for their participation in the society.

UNAP has spearheaded the celebration of the International Youth Day in the country which was given official endorsement by the Philippine Government through the Presidential Proclamation No. 229 signed on August 12, 2002 by Her Excellency President Macapagal-Arroyo declaring every August 12 as International Youth Day. Previous IYD conferences cover various issues concerning youth particularly the 10-point WPAY agenda. The topic on the Millennium Development Goals was first tackled during the 5th IYD conference. The actively growing participation of more student and youth leaders from the different parts of the country and from other parts of the world affirm the relevance and meaningfulness of the celebration. The community immersion activities bring delegates in touch with the reality of poverty and other deprivations, and keep them aware of, and also inspired by the coping capabilities of residents in the mission areas. Fellowships and cultural nights are usually held as concluding activities. Overall, the IYD events bring to fore the lively element of youth, a common spirit of concern for others and a desire to participate in addressing the problems confronting society.

Objective and Expected Outputs:

The IYD program and celebration were designed to achieve the following end results;

· Stronger internal resources and working knowledge on capacity building for stronger youth organizations.
· UNAP Youth Vision statement and Youth Declaration for Peace and Sustainable Development;
· More UNAP Youth and Volunteers who will promote and participate in MDG programs;

· Submit proposals or initiatives that will lead to the achievement of MDGs.

United Nations Association of Korea Meets with UNAP Officials

Ms. Jeeyum Kim, Assistant Secretary General of United Nations Association of the Republic of Korea (UNARK) was welcomed by UNAP President Judge Aurora Navarrete Recina last May 2, 2009 at the Pearl Manila Hotel. This informal meeting was facilitated by Pro. Little Jone Espeleta, UNAP Board Member. Prof. Espeleta and Ms. Kim met in Korea during the Asian Model United Nations Assembly last year. UNAP participation to the World Federation of United Nations (WFUNA) was also discussed during the meeting. Other UNAP Officers present during the meeting was Dr. Eduardo Ong, Prof. Serafin Arviola and Dr. Angelica Abella. UNYAP was represented by Mr. Jervine Dale Formoso, Regional Coordinator for Ilocos and Ms. Annalou Carreon, National Coordinator for Young Professional Network.

Stand Up, Take Action (SUTA) Exhibit at EDSA Shangrila Mall Opened

HRH Prince Frederick Von Saxe-Launberg, Founding President of the Children of the World 2000 from Germany led the ribbon cutting ceremony of the opening of the Stand Up, Take Action Exhibit at the EDSA Shangri-La Mall last May 5, 2009. The exhibit was sponsored by the UN Millennium Campaign in the Philippines, United Nations Information Center (UNIC) and United Nations Association of the Philippines (UNAP). The opening rites was also graced by Senator Many Villar as represented by former Congressman of Cavite Gilbert Remulla and Ms. Ana Elzy Ofreneo of the Commission on Human Rights and UNAP Board member. The exhibit was mounted in conjunction with the World Creative Youth Forum (WCYF) that is currently being held at the UP NCPAG Auditorium from May 5-10, 2009. Prof. Serafin A. Arviola Jr., UNAP Board Member gave a presentation about the campaign among the 150 local and foreign delegates of WCYF from Asia, Europe, Africa and North America.

The Stand Up, Take Action against Poverty for the Millennium Development Goals popularly knows as SUTA is a three day global mobilization to send a loud and clear message from citizen to leaders of rich and poor countries to take urgent action to achieve the MDGs. The activities will coincide with the international celebration of the UN World Food Day (October 16) and the Un International Day for Poverty Eradication (October 17). Last year’s campaign registered 116 million people mobilized around the world. The Philippines broke all records with more than 1/3 of its population Standing Up and Taking Action against poverty (35.2 million Filipinos). The campaign this year will take place on October 16-18, 2009 with special focus on mobilizing policy makers to take concrete actions for the passage of important legislation to achieve the targets of the MDGs.

UNESCO’s Summit on Sustainable Development held

Following UNESCO Headquarters initiative on First Collection of Good Practices for Quality Education in 2008 and Youth Empowerment Series for MDGs, Philippine National Commission for UNESCO and the United Nations Association of the Philippines (UNAP) conducted the Youth and Educator’s Summit on Education for Sustainable Development (YES 4 ESD!) at the St. Benedictine Nuns Formation Center, Salong, Calapan City, Oriental Mindoro last April 27-28, 2009.

Ms. Ethel Valenzuela, UNESCO Commissioner served as Keynote Speaker among the 100 participants coming from Association of Local Colleges and Universities (ALCU), UNESCO Associated Schools Network (ASPnet) and United Nations Youth Association of the Philippines (UNYAP). Dr. Rene M. Colocar, ASPnet National Coordinator challenged the participants to be an advocate of ESD in their own communities and schools by organizing programs and projects that will help in the promotion of just, sustainable and peaceful Philippine Society. UNAP Board member Prof. Serafin A. Arviola Jr., also gave a talk on MDG promotion through the Stand UP, Take Action (SUTA) Campaign of the United Nations while Ms. Ana Elzy Ofreneo of the Commission on Human Rights (CHR) and a UNAP Board member provided the participants an incisive speech about the important of human rights promotion in the attainment of the eight Millennium Development Goals.

Other UNAP Officers joined the delegation that includes the Vice President for Internal Affairs Dr. Emiliana Tadeo and National Treasurer, Dr. Rose Sambrano of Pateros Technological College. UNYAP participants to the summit were headed by Mr. Mazen Khayat, Vice President for Luzon, Mr. Jervin Formoso Ilocos Regional Coordinator and Randy Bulaquit, Cagayan Valley Regional Coordinator. After the summit UNAP and UNYAP officers and members hold an environmental field exposure in Puerto Galera Marine Park also in Oriental Mindoro.

Important Travel Information:

The workshop will be held on April 27-28, 2009 at St. Benedictine Nuns Formation Center, Salong, Calapan City. UNESCO will shoulder food (two days) and accommodation (one night only 27th of April). You will also receive certificate of participation and workshop handouts. If you intent to arrive early on the 26th of April, you will need to pay additional 200.00 for the lodging.

UNYAP and UNAP delegation decided to depart Manila on April 26, 2009, Sunday at 1:00 PM. Meeting place is at the Batangas Star Express Bus Station located at the corner of Buendia and Taft Avenue near the LRT Station. You will take the bus bound for Batangas Pier. It will cost 170.00 one way. Bring your student ID for discounts. From Batangas Pier, you will take Super Cat at 255.00. You will pay 30.00 for the terminal fee. Upon reaching Calapan Pier, go to the main entrance gate to get a tricycle for the St. Benedictine Nuns Formation Center, Salong (15.00 one person). It will only take you 10 minutes to reach the convent. There will be no dinner on April 26, 2009. There are carinderia near the convent (10 minutes walk). The food is cheap for only 60.00 per order.

Things to bring:

Please bring towel, toiletries (soap, shampoo, toothpaste). The weather in Calapan is erratic, you might need to bring umbrella, caps or jacket. Bring clothes for warm weather. No need for formal attire. You might want to bring Bonamine, sometimes the sea current is strong that will cause dizziness for passenger not accustomed to boat rides.

UNAP/UNYAP Signs MOA with World Creative Youth

CHR to lead MOA signing with WCYF and Partners

The Commission of Human Rights (CHR), with the steadfast administration of Commissioner Leila de Lima, will lead the formal signing a Memorandum of Agreement with the organizers of the First World Creative Youth Forum lead by Brotherhood of Destiny (BROOD) together with other key partners of the event.

The signing of the Memorandum of Agreement will be held on April 24, 2009, Friday, 11 in the morning at the Commission of Human Rights Building, Quezon City of which a presentation of the forum details and a tree planting activity within the Commission grounds will also be scheduled.

Certainly, as the sole government agency that functions on investigating all forms of human rights violations in the Philippines, the CHR also aims to incorporate education, primarily on the youth, with their corporal and moral rights, of which falls as one of the sub-themes of the WCYF.

Search for MDG Youth Champion - Deadline July 24, 2009 - Last Day of Submission of Nomination

Much needs to be done in order for the Philippines to meet the eight Millennium Development Goals (MDGs) set by the United Nations, a UN official in Manila said Tuesday.

Suneeta Mukherjee, chairman of the UN Advocacy Group and country representative of UN Population Fund (UNFPA) office in Manila, said the Philippines is not on track in meeting three of the eight goals—the ones on maternal health, on combating HIV/AIDS, malaria and other diseases and on achieving universal primary education. The other millennium development goals are eradicating extreme poverty and hunger, promoting gender equality and empowering women, reducing child mortality, ensuring environmental sustainability and developing a global partnership for development.

The advocacy group is comprised of UN officials posted in Manila, who launched on Tuesday a search for an MDG youth champion, a project with the Rotary Club of Makati Legaspi.

Mukherjee said 11 mothers die during childbirth everyday in the Philippines. Ten of these mothers could be saved, she added. “Women, just like the unborn child, have the right to live,” said Mukherjee, who first visited the Philippines in 1977. She called for a concentrated effort from the Department of Health, stressing that it needs to educate parents about a proper family planning program to stop the maternal-death cases, saying that mothers who usually die in giving birth bear six children during their lifetime. “This situation forgets how special parents are,” Mukherjee said. “Mothers are crucial in teaching the children the values that they need to improve not only themselves but moreover their country.”

Abortions on the rise

Worse, Mukherjee added that one-third of mothers are committing abortion, with increasing cases involving mothers age 25 years and younger. “This is a clear violation of women and children’s rights. Abortion should not be done under all circumstances,” she said. She also hit the reversal of trend with regard to HIV positive or AIDS victims, saying that of 23 million young Filipinos, four million have already engaged in sex at a young age. That may explain why HIV cases involving the youth went up 29 percent, she added, citing also that a third of young women gave birth before their 21st birthday.

The UN official also reported that the carefree lifestyle of young people today that includes drinking and smoking is not doing any good. Around nine million young Filipinos smoke and 11 million drink alcoholic beverages, she said, adding that five out of six youth either smoke or drink. “We cannot afford to be complacent because the future of the country depends on these young ones,” Mukherjee said. And to help them become the hope of the country, she said young people receive quality education to provide them with knowledge and information needed to make better life decisions.

Today, only 58 percent of Filipino children have access to primary education, far short of the 100-percent target, the UN official added, “There is just seven years to go” until the deadline in 2015. But Mukherjee said she believed the Philippines and the other countries that committed to the development goals are capable of overcoming the challenges, even amid the global financial crisis.

Youth champion

The advocacy group and the Rotary Club of Makati Legaspi will select eight MDG champions, who will be announced in March 2009. Winners will receive an Orlina or Abueva glass sculpture, scholarship grant, study tour to the UN general headquarters in New York City, a slot in the third Asia and the Pacific Model UN Conference and a grant to travel around the Philippines as UN goodwill ambassadors. Faustino Almendral, president of Rotary Club of Makati Legaspi, said, “We are happy to be a part of this project, because the Rotary Club’s goals’ are almost the same as those of the MDGs.”
Brief Background: Search for MDGs Youth Champion
In the Millenium Summit held in 2000, 189 world leaders adopted the UN Millenium Declaration promoting the 8 goals to help developing countries improve their socioeconomic conditions. The Philippines is one of the signatories. After 10 years of the Declaration, the achievement of the MDGs by 2015 is paramount. It is in this connection that this search is being undertaken. Its purposes are:

1. To select 8 youth champions for each of the MDGs. Each shall embody the respective MDG that he/she will promote and advocate.
2. To be able to reach the grassroots through the MDG Youth Champions who will actively collaborate with the LGU's to mobilize and create change in the lives of the Filipinos and realize the MDGs by 2015.
3. To work with all sectors of society - the Government, NGA's, NSA's, CSO's, GOCC, Religious and the Academe in the realization of the MDGs.
4. To measure the quantifiable statistics accomplished through the influence of the MDG Youth Champions.

Who Can be an MDG Youth Champion?
An individual duly nominated by an institution or association with the following qualifications:

1. Must be a Filipino Citizen
2. 18 to 35 years old
3. An emdodiment of a community role model who can positively promote the MDG.
4. He/She must be articulate, in written or oral communication.
5. He/She must be willing to travel around the Philippines for from 2009-2010 as the MDG Champion.
6. He/She must be able to inspire people to take action and create positive change in their lives and communities.
7. He/She must be well-versed about the MDGs and the mandate of the UN.

Who May Nominate?
Any institution or non-state association may nominate at most three youth champions.

The UN agencies, UNAP Institutional Members, NGA's, LGU's, NSA's (Corporations with CSR), CSO's, GOCC's, the Government, Media, World Bank, AD, Religious and Academic Institutions.

2. Nationwide extemporaneous speaking contest on the MDGs as the first elimination round for all the nominees to select the 3 semi-finalists for each MDG.
3. Semi-Finalists will undergo final selection through a panel interview by the Final Judges.

YES 4 MDGs Commences in Calapan City

In partnership with the City College of Calapan through its dynamic College Administrator, Dr. Rene Colocar, UNAP and UNVP conducted the first YES 4 MDGs training last January 31 to February 1 in Calapan City, Mindoro Oriental.

The training was attended by youth, student and teacher participants from several schools in Calapan City. The opening program was graced by Dr. Rene Colocar, Dr. Felisa Florendo, Board Member, UNAP, and Mr. Hiroyuki Takita, Programme Officer, UNVP.

Prof. Serafin Arviola discussed the Progress of the Millennium Development Goals: The Youth Challenge and Leadership and Volunteerism. He was followed by Dr. Michelle Cabreros, Doctors to the Barrio Program, DOH in her topic, Status Report of HIV Infections among Young People in the Philippines. After her, Tieza Santos and Katrina Wy from ASHOKA Youth Venture talked about Social Entrepreneurship. Ms. Corazon Macaraig also tackled the Volunteer Practices in the Philippines. Finally, Prof. Bert Tuga facilitated the participants in the formulation of youth declaration for HIV/AIDS-Free Philippines.

One of the highlights of the training was the solidarity night celebrated with a bonfire. Selected participants expressed their gratitude to the organizers for the opportunities given to them. Likewise, they affirmed to continuously share the spirit of service and volunteerism to their fellowmen.

UNP, Vigan City hosts YES 4 MDGs

After its successful initial training in Calapan City, UNVP and UNAP in coordination with the University of Northern Philippines (UNP) through Dr. Fatima Rocamora conducted the second YES for MDGs training held on February 12-13, 2009 at Vigan City, Ilocos Sur.

The Opening program was attended by the Hon. Eva Marie S. Medina, City Mayor (represented by Mrs. Alquiza); Dr. Angelica Abella, Vice-President, UNAP; Mr. Hiroyuki Takita, Programme Officer, UNVP; and Ms. Irene Volante from Philippine National Volunteer Service Coordinating Agency (PNVSCA).

Prof. Serafin Arviola delivered the Progress of the Millennium Development Goals: The Youth Challenge and Leadership and Volunteerism. Dr. Winnie Lorraine Umali, Doctors to the Barrio Program, discussed the Socio-cultural Dimensions of HIV Infections among Young People in the Philippines. Ms. Tieza Santos and Katrina Wy from ASHOKA Youth Venture tackled about Social Entrepreneurship. Ms. Irene Volante lectured on the Volunteer Practices in the Philippines. Finally, Prof. Bert Tuga facilitated the participants in the formulation of youth declaration for HIV/AIDS-Free Philippines. The participants, with some modifications, adopted the declaration made in Calapan City.

On the last day, the participants and speakers toured around the significant sites in the UNESCO national heritage. They also visited the Baluarte Zoo of Former Governor Luis Chavit Singson. Kudos UNP! Hail Vigan!
